In the Islamic Republic of Iran, the Judicial is responsible for handling the legal and judicial cases of the populace in order to enforce justice and the rule of law and thus it provides services in a system separate from the government. The widespread utilization of integrated mission-based systems in Islamic Iran’s judicial system first began in 2004 with the inauguration of the “Judicial cases management portal”.
In this portal, which is the main axis for the operations of Iran’s judicial authorities, legal cases can be electronically created, and judicial authorities can access the information they need by establishing communications with other governmental or state portals and institutions. By 2010 after a process of expansion, development and training, the portal managed to cover all judicial authorities within the country.
On the other hand, in order to facilitate the populace’s access to various services that previously required physical presence in judicial offices, the “Electronic judicial services portal” was established in 2014 and made available for use by the population. The chain of electronic judicial services was further completed in 2016 with the inauguration of the “Electronic notification portal”, and with this all Iranian citizens could receive and view all related judicial notification by creating a username in the “electronic registration portal”.
The development and implementation of various other portals which would be complimentary tools to the two main portals of “Judicial cases Management” and “electronic judicial services” continued throughout the years before the Covid pandemic. Since 2020, the rollout of online services has further accelerated with the introduction of the “Electronic Proceedings portals” and the emphasis on smart services.
In parallel with technological advancements in the judicial sector, the Documents and Properties Registration Organization of Iran undertook significant initiatives.
These included the digitalization of property documents, the implementation of portals related to legal entities, and the streamlining of processes within the Office of Registration for Companies and Commercial Institutions.The Registration Office of Documents and Property in Iran has undertaken important initiatives, at a time when the judicial sector is undergoing technical developments.

The process of the transition and digitalization for the Islamic Republic of Iran’s judicial branch will continue with the goal to free the populace and judicial authorities from unnecessary in-person visits, official correspondence and the bureaucracies stemming from the complexities of governmental structures, so that it would at least make individuals self-reliant when it comes to electronic judicial services.
In addition, decision making process when it comes to cases that lack any legal complexities could be delegated to artificial intelligence, and official inquiries and the implementation of legal rulings can be done by smart portals.

One group of services that Iranian citizens living within or outside of Iran could receive from the judicial portal is the Electronic legal procedures system. By establishing this portal, the process of handling legal cases has been digitalized and most inquiries from government bodies, case investigation and trial sessions, witness hearings, statements by lawyers and participants can be done online and without the need for the physical presence of these individuals. Also, other processes related to this area have also been largely digitalized.
Processes such as correspondence of cases between the police and the judiciary, the conducting of defense agreements between lawyers and clients, implementing court rulings such as the online freezing of a convict’s bank accounts, the online seizure of a convict’s possessions such as stock market shares, properties, vehicles, etc. could be done online and without the need for in-person visits to offices.
